The chain
The reserve holds its cases. You hold yours. Seal them and the chain counts every CS20 Case the community has promised not to open, on top of the reserve. It is re-verified against Steam each time you come back, and every opened or sold case is recorded as a break.
Sealers
Nobody has sealed yet. The first name on this board is worth something.
Sealing changes nothing in your inventory and gives you nothing but a place on this board. There is no payout, no token and no promise attached to it. The count is read from your public Steam inventory and belongs to you.
